The cost of taking fibre-based broadband to every UK home could top £28.8bn, says a report.
Compiled by the government's broadband advisory group, the report details the cost of the different ways to wire the UK for next generation broadband.
Another option, to take the fibres to street-level boxes, would only cost £5.1bn, it said.
Big differences in the cost of updating urban and rural net access will pose difficult choices, says the report.
High costs
In a statement Antony Walker, chief executive of the Broadband Stakeholder Group which drew up the report, said: "The scale of the costs involved means that the transition to superfast broadband will be challenging."
"We hope that this report will help to ensure an informed public debate on the key policy and regulatory decisions that lie ahead," he said.
The BSG report looks at the three most likely options for using fibre to boost the speed of the UK's broadband networks.
The cheapest option, at £5.1bn, is to take fibre only to the familiar street-level cabinets that act as a connection point between homes and exchanges. Beyond the cabinet to the home existing copper cables would be used. The BSG estimates that this system would permit speeds of 30-100 Megabits per second (Mbps).
The other two options involve taking fibre to homes via a shared or dedicated cable.
The BSG puts a £25.5bn price tag on the shared option which would see a small number of homes sharing the 2.5 Gigabits per second capacity of each line.
Giving every home or business its own dedicated cable is the most expensive option, said the BSG, and could cost up to £28.8bn. But it would mean each home would get up to 1Gbps.
But, warned the report, even these relatively simple choices conceal stark differences in the cost of taking fibre to different parts of the country.
For instance, it said that the high price of the cheapest option for fibre is already far higher than the amount telecoms firms have already spent cabling up the UK.
Also, it noted, taking fibre to homes in rural areas costs disproportionate amounts of money - essentially the more isolated a home the more it costs to take fibre to it.
The BSG estimates that getting fibre to the cabinets near the first 58% of households could cost about £1.9bn. The next 26% would cost about £1.4bn and the final 16% would cost £1.8bn.
The disparity in costs meant the UK faced some tough choices, said Mr Walker.
However, he added, enthusiasm for the take-up of broadband could make taking it to rural areas more palatable for telecoms firms.
"If operators could achieve a higher level of take-up in rural areas than we have predicted in our study, then the business case for deployment in those areas could improve significantly", said Mr Walker.

This blonde really wanted to go ice fishing. She?d seen many books on the subject, and finally, after getting all the necessary tools together, she made for the nearest frozen lake.
After positioning her comfy footstool, she started to make a circular cut in the ice. Suddenly---from the sky---a voice boomed,
?THERE ARE NO FISH UNDER THE ICE!"
Startled, the blonde moved further down the ice, poured a Thermos of cappuccino, and began to cut yet another hole. Again, from the heavens, the voice bellowed,
?THERE ARE NO FISH UNDER THE ICE!?
The Blonde, now quite worried, moved way down to the opposite end of the ice, set up her stool, and tried again to cut her hole. The voice came once more, even louder:
?THERE ARE NO FISH UNDER THE ICE!?
She stopped, looked skyward, and said, ? Is that you, Lord??
The voice replied,
?NO, THIS IS THE ICE RINK MANAGER!?

At the risk of sounding like Victor Meldrew, another thing that annoys me is the appalling standard of some people's driving in this area. The drivers who deliberately pull out in front of you from a side road, forcing you to slow down, then drive slowly whilst blocking two lanes of traffic.

The people who violently change lanes without indicating or waiting for the traffic in the other lane to clear. You just have to brake or swerve to avoid them.

The drivers who, particularly on the school run around Tower Hamlets, think that it is acceptable to drive fast in the middle of the road or even at times on the wrong side of the road when their side is blocked, although there is already traffic in their path.

In over 30 years of driving, I have noticed a dramatic decline in driving standards and courtesy. Some pedestrians also take liberties. I have lost count of the number of times that young people particularly look into the road, see that a car is coming, then proceed to walk into the path of the car and dare the driver to run them over.

But probably the worst drivers of all are motorcyclists. I had the misfortune to drive to Hastings on a bank holiday this year which just happened to be when thousands of motorcyclists were descending on the town. Apparently it is an annual gathering and has a very poor record for accidents and fatalities. When I saw the things the motorcyclists got up to, I could see why so many get involved in accidents. They were speeding, recklessly overtaking into the path of oncoming traffic, forcing other vehicle drivers to brake or be involved in a head on collision. There was a lot of intimidation of other road users and just to ram the point home, some of the motorcyclists had anti car slogans on their bikes and clothing.

No wonder there are so many accident site signs with pictures of motorcycles on the Romney Marsh. :arghh:

After visiting Cullens Yard last weekend and having an awful time I thought It would be just to right a report to warn everyone just how the staff react to a complaint.

There was a large group of us wanting to dine in the "yard" part of the restaurant, we had ordered our food separately from each other, and were told that it wouldn't all come together in the same order and some of us would have to wait, when we did get the food things on the orders were missing a some of us had little on our plates...IE, sausage and mash that cost £8.95(approx) came out as 2 small sausages and a tiny bit of mash not even covering half the plate, and side orders missing to 3 dishes, when I went to complain about this I was told someone would come and see us, they never did. So I had to go back in and complain, during this complaint the "man" did not make eye to eye contact with me until I said "look we have paid to eat in a restaurant here and I don't think we are getting the service we have paid for", to which he raised his head to me and raised his voice and told me..."you have not paid to eat in a restaurant, you have paid to eat in a garden", I said "I beg your pardon is that any excuse to have food missing from my friends orders", I walked away before getting mad with him, 5 minute later he put a bowl of chips in front of one of my friends that didn't get his full order, I asked him if he would apologize for raising his voice to me, he of course said no and walked away shaking his head, this was in front of other customers and made me feel very low and hurt. I have since been told by others that if you have a complaint he has treated them in the same way. As we had to pay for our food before we got it, there was no way we could of got our money back and after paying approx £10 for each meal all of us together had spent about £70 on this meal to be left still hungry and very upset about the way we had been treated. mightily not impressed and I wont be going there again.
